What Is the Family Self-Sufficiency (FSS) Program?
The Family Self-Sufficiency (FSS) Program is a voluntary opportunity available to families living in public housing who are ready to take meaningful steps toward independence. Designed to help families reduce their reliance on public assistance, the program focuses on building skills, increasing income, and creating long-term stability.
There’s no cost to participate and no complicated requirements just a willingness to set goals, stay committed, and invest in your future. Families across the country have taken this step and seen real improvements in their quality of life. You can too.
How Does the FSS Program Work?
FSS is a supportive, partnership-based program that can last up to five years. The head of household signs an agreement with the Glasgow Housing Authority (GHA) and works with an FSS Coordinator to create a personalized action plan.
This plan outlines your goals such as employment, education, or financial stability and identifies the steps and resources needed to achieve them. Regular check-ins with your FSS Coordinator help keep you on track, adapt goals as your needs change, and connect you with valuable community resources along the way.
A Powerful Benefit: The FSS Escrow Account
One of the most exciting features of the FSS Program is the escrow account. As your income increases through employment or career advancement, a portion of your rent increase is set aside in this account rather than lost.
When you successfully complete the program, the escrow funds are yours. Money you can use to support your next chapter, whether that’s further education, homeownership, or financial security. You can join the program even if you’re already working or attending school.

The Housing Authority of Glasgow partners with America’s Second Harvest of Kentucky’s Heartland in Elizabethtown, Kentucky, to offer two food assistance programs designed to help individuals and families stretch their monthly food resources. These programs provide nutritious, non-perishable foods to eligible residents at no cost.
The two programs available are the Commodity Supplemental Food Program (CSFP), commonly known as the Box Program, and the Temporary Emergency Food Assistance Program (TEFAP), also referred to as the Bag Program.
Commodity Supplemental Food Program (CSFP) – “The Box Program”
The Box Program serves low-income seniors, providing monthly support to help supplement their nutritional needs. Eligible participants receive a box of non-perishable food items carefully selected to promote balanced, healthy meals.
This program is income-based and has limited availability each month. Applications can be obtained at the Housing Authority office; however, participation is dependent on program capacity, and not all applicants may be immediately enrolled.
Temporary Emergency Food Assistance Program (TEFAP) – “The Bag Program”
The Bag Program is also income-based but is available to individuals and families of all ages and household sizes. Unlike the Box Program, there is no application or waiting list.
Once eligibility is confirmed, the participant signs the pick-up sheet and receives one bag of non-perishable food per month.

The Section 8 Housing Choice Voucher Program helps eligible individuals and families secure safe, affordable housing in the private rental market. Once approved and issued a voucher, participants have the freedom to choose a home that fits their needs anywhere in Barren County as long as the unit meets program requirements.
